JKJAAC Categorically Rejects Kotli Police Claim of an “Armed Wing”; Says Government Must Implement Four Signed Agreements Instead of Criminalising a Peaceful Movement
A spokesperson for the Jammu Kashmir Joint Awami Action Committee (JKJAAC) has categorically rejected the claim made in a press release issued by Kotli Police that JKJAAC has any so-called “armed wing”.

JKJAAC has no armed wing, no armed structure and no policy of armed activity. It is a peaceful public movement pursuing legitimate political, economic and civil demands through peaceful, democratic and lawful means.
The attempt to describe arrested individuals as members of an alleged “armed wing of JKJAAC” is therefore an extremely serious allegation. The police must disclose the clear, credible and independently verifiable evidence on which this claim has been made.
The spokesperson said:
“JKJAAC does not have, and has never maintained, any armed wing. The police must immediately explain the evidential basis for inventing such a structure and associating it with our movement. Mere participation in protests, association with activists or support for public demands cannot be converted into evidence of membership of a non-existent armed organisation.”
JKJAAC further stated that the authorities are attempting to shift public attention away from the real issue: the continued failure to implement four separate agreements signed with JKJAAC.
These agreements were concluded on:
19 December 2023 between the AJK Government and JKJAAC;
4 February 2024 between the AJK Government and JKJAAC;
8 December 2024 between the AJK Government and JKJAAC; and
4 October 2025, a tripartite agreement involving the AJK Government, Government of Pakistan and JKJAAC.
Each agreement followed negotiations over public demands and contained commitments which the authorities themselves accepted. The 4 October 2025 agreement, in particular, contained an extensive package of agreed measures concerning public relief, legal and administrative reforms, withdrawal and review of cases, compensation, electricity, local-government reforms, health facilities and other matters, together with arrangements for monitoring implementation.
Yet substantial parts of these commitments have remained unimplemented or delayed.
The spokesperson said:
“The Government should explain why the people have repeatedly been forced back onto the streets after signing four separate agreements. The answer does not lie in inventing an ‘armed wing’ of JKJAAC. It lies in the authorities’ failure to implement written commitments which they voluntarily signed.”
JKJAAC stated that peaceful protest arising from non-implementation of signed agreements cannot lawfully be transformed into a narrative of terrorism or armed rebellion.
If any individual is accused of possession of weapons, violence or another criminal offence, that allegation must be investigated against that individual in accordance with law. It cannot be used to attribute criminal responsibility to the entire movement without evidence.
The Committee therefore demands that Kotli Police publicly disclose whether it possesses any documentary record, command structure, communication, instruction, financing trail, membership list or other admissible evidence establishing the existence of the alleged “armed wing”. If no such evidence exists, the allegation must be withdrawn.
JKJAAC has also called for an independent and transparent investigation into the entire matter, including the circumstances of the arrests, the alleged recoveries, chain of custody of any weapons, alleged firing incidents, and the treatment of detainees.
All detained persons must be produced before the competent courts, provided access to legal counsel and their families, and protected from torture, coercion, secret detention or forced confessions.
The spokesperson concluded:
“Instead of criminalising a peaceful public movement, the AJK Government and the Government of Pakistan should fulfil the agreements they signed with JKJAAC. Four agreements are already on record. The public is entitled to ask why those commitments remain unimplemented, and why a movement demanding their implementation is now being portrayed as an armed organisation.”
