JKJAAC Appeals to International Community for Urgent Action on Human Rights and Humanitarian Protection Crisis in Rawalakot, AJK

The JKJAAC Human Rights Cell and Advisory Council have issued an urgent open letter to leaders of the international community, calling for immediate action over the escalating human rights and humanitarian protection crisis in Rawalakot and across Azad Jammu & Kashmir.

The open letter has been addressed to the United Nations Secretary-General, the United Nations High Commissioner for Human Rights, UN Special Procedures mandate holders, members of the UK Parliament, European Parliament, United States Congress and other democratic legislatures, foreign ministers, diplomatic missions, international human rights organisations, humanitarian organisations and international media bodies.

The letter is accompanied by the Human Rights Situation Update Report dated 14 June 2026, which documents serious concerns relating to killings, injuries, missing persons, arbitrary detention, custodial mistreatment, denial of medical access, communications restrictions, economic reprisals, property damage and allegations of a renewed crackdown on peaceful sit-in participants in Rawalakot.

JKJAAC states that field reports received on 14 June allege that major entry points into AJK have been blocked and that food, life-saving medicines and essential goods are being obstructed, while Rawalakot city and surrounding mountainous areas are increasingly cut off. The letter further notes reports of ambulances entering the Dharake / Eidgah Ground area after renewed firing and shelling.

JKJAAC calls on UN Special Procedures to issue urgent communications to Pakistan concerning alleged killings, arbitrary arrests, missing persons, medical denial, communications restrictions, economic reprisals and potential collective punishment.

JKJAAC also urges the Office of the United Nations High Commissioner for Human Rights to seek urgent clarification from Pakistan and press for independent access, evidence preservation and protection of witnesses, families, journalists and medical personnel.

The letter calls on diplomatic missions to request immediate humanitarian access to Rawalakot and surrounding areas and to urge an immediate halt to the use of force. It also appeals to UK, EU, US and other parliamentary bodies to call emergency briefings and raise the situation with their governments and Pakistan’s diplomatic missions.

JKJAAC further calls upon international humanitarian and medical organisations to seek immediate access to assess food, medicine, ambulance access, hospital capacity and civilian protection needs. International media organisations are urged to seek access to Rawalakot, Dharake / Eidgah Ground, Kotli, Bagh, Palandri/Sudhnoti, Sehnsa, Dadyal and affected market areas.

The people of AJK are asking for protection, truth, accountability and dialogue. They are not asking the world to take sides in a political dispute; they are asking the world to stand for the basic principles of life, dignity, due process, medical access, freedom of peaceful assembly and the protection of civilians.

A spokesperson for JKJAAC said:

“The window to prevent further loss of life is narrowing. Independent observers, humanitarian actors and international media must be allowed access now. The people of AJK need protection, not silence; humanitarian access, not blockade; and dialogue, not force.”

JKJAAC appeals to the international community to treat the situation as urgent and to support immediate steps for de-escalation, humanitarian access, independent verification, protection of civilians, preservation of evidence and meaningful negotiations.
