Declaration of the Meeting of the Jammu Kashmir Joint Public Action Committee Venue: Sarsawa, Kotli
The declaration raises concerns over Dr Fareeha Afrahim’s suspicious death, merit-based appointments, the Accountability Ordinance 2026, journalist Sohrab Barkat’s detention, ECL/PCL issues, poor-quality flour, the Health Card, and health workers’ demands. It also reaffirms the Committee’s call for implementation of the 38-point Charter of Demands on 9 June 2026, while keeping the door open for meaningful dialogue.

The Jammu Kashmir Joint Public Action Committee expresses deep sorrow and grief over the sudden death of Dr Fareeha Afrahim, a student from Sudhan Gali, Dhirkot, District Bagh, at Fatima Jinnah Medical University, Lahore. The Committee demands that a transparent investigation be conducted into Dr Fareeha Afrahim’s suspicious death and that all facts be brought before the public.
The Jammu Kashmir Joint Public Action Committee, while standing by its principled position, demands that NTS and PSC be made functional for appointments to vacant posts in the education department and other departments. The practice of ad hoc appointments on the basis of favouritism, instead of merit, must be ended immediately. The promotion quota must also be implemented without delay, and appointments to vacant posts should be ensured through a third-party process.
The Jammu Kashmir Joint Public Action Committee completely rejects the Accountability Ordinance 2026 concerning amendments to the Accountability Bureau. The proposed amendments, instead of making the accountability process effective, will further promote corruption.
The Jammu Kashmir Joint Public Action Committee strongly condemns the targeting of renowned journalist Sohrab Barkat through so-called cases and demands his release.
In accordance with the meeting of the Implementation Committee in Islamabad, the Jammu Kashmir Joint Public Action Committee expresses concern that the list for the removal of names placed on the ECL/PCL has still not been published. The Committee demands that the said list be published immediately and that the practice of placing burdens on people be stopped.
The Jammu Kashmir Joint Public Action Committee strongly condemns the supply of substandard and poor-quality flour to the people of Azad Jammu and Kashmir, as well as the reduction in flour allocation against public needs. The Committee demands that the quality of flour be improved and that the full allocation be provided.
The Jammu Kashmir Joint Public Action Committee has expressed serious reservations regarding the Health Card and has demanded that the Government of Azad Kashmir and State Life immediately address the Committee’s concerns, so that the public may have access to the Health Card facility on a 24-hour basis.
The Jammu Kashmir Joint Public Action Committee fully supports the legitimate demands and protest of health workers.
The Jammu Kashmir Joint Public Action Committee announces a decisive call on 9 June 2026 for the implementation of the 38-point Charter of Demands, which was accepted before the whole world through an agreement by the joint committee of the Government of Pakistan and the Government of Azad Jammu and Kashmir. The details of the call will be finalised in a meeting of the Jammu Kashmir Joint Public Action Committee after Eid.
The Jammu Kashmir Joint Public Action Committee has never withdrawn, nor will it withdraw, from meaningful and serious negotiations. The doors remain open for meaningful dialogue. However, the Committee rejects the false, factually incorrect statements and propaganda regarding the agreement by members of the committee, the Prime Minister of Azad Kashmir and the Chief Secretary.
