Declaration of the Meeting of the Jammu Kashmir Joint Public Action Committee Dated 20 April and 29 April 2026
The decisions reaffirm the Jammu Kashmir Joint Public Action Committee’s neutrality in election campaigns, restrict the misuse of its name by candidates, and oppose any division or transfer of the Mirpur Board’s funds and assets.

By the joint opinion of the members, the following important decisions were made:
1. Clear policy regarding election campaigns
It has been decided that no core member shall become part of the election campaign of any candidate belonging to a political party or of any independent candidate. If any core member is found to have joined the campaign of any candidate in violation of this policy, the strictest disciplinary action will be taken against them in accordance with the rules.
2. Decision regarding the use of the name of the Public Action Committee
With regard to all those individuals who have announced that they will contest elections while using the name of the Public Action Committee, the Jammu Kashmir Joint Public Action Committee has made a clear decision: unless they make their election announcement conditional upon the Charter of Demands for constitutional and electoral reforms, in accordance with the declaration of the Jammu Kashmir Joint Public Action Committee’s Dadyal meeting, and unless they clearly announce this position through a video message or press conference, they will not be allowed to address any stage of the Jammu Kashmir Joint Public Action Committee/Public Action Committee.
If such individuals are invited to any programme, core members will not participate in that programme. If any core member violates this policy and attends such a controversial programme, disciplinary action will also be taken against them in accordance with the rules.
3. Decision regarding reports of the division of the Mirpur Board
The meeting unanimously decided that the Jammu Kashmir Joint Public Action Committee had demanded the establishment of two new boards in Azad Jammu and Kashmir, and this demand was accepted. Both of these boards should be established using government funds.
The funds and assets of the Mirpur Board are the property of the Mirpur Board. They cannot be transferred to any other board, nor can they be divided. If any such conspiracy is attempted, the Jammu Kashmir Joint Public Action Committee will strongly resist it.
These decisions have been made in order to maintain the discipline of the movement, promote public unity and solidarity, and preserve the credibility of the public struggle.
