Declaration of the Meeting of the Jammu Kashmir Joint Public Action Committee 26 August 2025
The declaration reviews preparations for the 29 September protest call and reaffirms the Jammu Kashmir Joint Public Action Committee’s peaceful struggle for implementation of the 38-point Charter of Demands. It announces an indefinite statewide lockdown under Plan A, condemns the arrests of students in Rawalakot, supports related public protests, and appeals to the public, overseas Kashmiris, philanthropists and media to support the movement.

An extremely important meeting of the Jammu Kashmir Joint Public Action Committee was held today, 26 August 2025, in Rawalakot. Core Committee members from across the state participated in large numbers. The meeting reviewed the preparations for the protest call announced by the Jammu Kashmir Joint Public Action Committee, beginning on 29 September.
The following decisions were made by consensus:
The Jammu Kashmir Joint Public Action Committee will continue its uncompromising peaceful struggle for the implementation of the 38-point Charter of Demands, which was published after consultation with the public across the state.
The Joint Public Action Committee values the full participation, enthusiasm and passion shown by the public in the public contact campaign for the 29 September call, and thanks the public for their immense love and sincerity.
The Jammu Kashmir Joint Public Action Committee has finalised its strategy regarding various plans for the protest movement. Plan A will be a complete indefinite lockdown across the state, meaning a complete shutter-down and wheel-jam strike. Plans B, C and D have also been finalised, and will be announced according to the time and circumstances.
The Joint Public Action Committee strongly condemns the unjustified arrests of students in Rawalakot and the registration of serious cases against them. It fully supports the hunger strike of the Students’ Alliance Rawalakot and warns the rulers that, if any student’s life is put at risk due to the government’s stubbornness, the Joint Public Action Committee will give a strong response. The Joint Public Action Committee fully supports the demand of the Students’ Alliance Rawalakot and demands the unconditional release of the arrested students.
The Joint Public Action Committee wishes to make it clear to the public and the government that it is ready for negotiations at all times. We have never shown stubbornness regarding negotiations. However, for meaningful negotiations, the government must implement the agreements it has made, particularly the agreement reached at Kohala on 8 December.
The Jammu Kashmir Joint Public Action Committee supports the protest sit-in and demands of the Public Action Committee Tarar Khal.
The Joint Public Action Committee warns the rulers that, if they attempt to crush the peaceful movement by force through a crackdown, Plan A will be implemented even before 29 September.
The Joint Public Action Committee appeals to the public to avoid unnecessary travel, keeping the 29 September call in mind. To avoid difficulties during the lockdown, people should store rations so that the protest movement and daily life can continue during the lockdown.
The Joint Public Action Committee appeals to overseas Kashmiri brothers to hold strong protests abroad on 29 September in support of their oppressed and subjugated compatriots.
The Joint Public Action Committee appeals to philanthropists to cooperate with local Public Action Committees in providing food and basic support for daily-wage earners during the lockdown.
The Jammu Kashmir Joint Public Action Committee appeals to the public across the state, including women, men and elders, to play a full role in making the 29 September call successful.
The Jammu Kashmir Joint Public Action Committee appeals to local media, Pakistani media and international media to give full coverage to this public call.
