Declaration of the “Martyrs of Jammu Kashmir and Martyrs of Public Rights Conference” Held on 24 May 2025 in Muzaffarabad
The declaration pays tribute to the martyrs of Jammu Kashmir and the Public Rights Movement, reaffirms the Committee’s commitment to peaceful struggle, and calls for the Kashmiri people’s right to self-determination. It condemns arrests, enforced disappearances, elite privileges, merit violations and load-shedding, while warning the government to implement the previous Charter of Demands by 8 June. It also adds a new 16-point Charter of Demands to the movement’s existing demands.

The Jammu Kashmir Joint Public Action Committee pays tribute and homage to the martyrs of Jammu Kashmir and the martyrs of the Public Rights Movement, and reaffirms its commitment that the struggle will continue until the objective for which the martyrs sacrificed their lives is achieved.
The Jammu Kashmir Joint Public Action Committee has complete faith in peaceful political struggle, and its two-year-long struggle is clear proof of this.
The Jammu Kashmir Joint Public Action Committee expresses deep sorrow and grief over the martyrdom of unarmed people and the loss of property on both sides of the State of Jammu Kashmir during the war between Pakistan and India.
The Jammu Kashmir Joint Public Action Committee believes that peace between Pakistan and India, and in South Asia, cannot be established until the Jammu Kashmir issue is resolved in accordance with the aspirations and wishes of the Kashmiri people. Therefore, through this representative public gathering from across the state, the Jammu Kashmir Joint Public Action Committee demands that the international community grant the people of the State of Jammu Kashmir their birthright, internationally recognised, and Pakistan- and India-promised right to self-determination in accordance with the Charter of the United Nations, so that the people of the State of Jammu Kashmir may resolve the Jammu Kashmir issue through their collective will.
If any decision is made contrary to the wishes of the people of Jammu Kashmir, or if war is imposed on the Jammu Kashmir region, the people of all units of Jammu Kashmir reserve the right to peacefully break the cursed bloody line, the ceasefire line.
The Jammu Kashmir Joint Public Action Committee, along with Pakistan, India and the wider international community, has repeatedly expressed the concern that a war between Pakistan and India could at any time turn into a nuclear war. If such an unfortunate war takes place, more than two billion people living in South Asia could face collective death. Therefore, the Jammu Kashmir Joint Public Action Committee appeals to the citizens of Pakistan, India, Bangladesh, Sri Lanka, Nepal, Bhutan, the Maldives, Afghanistan, Iran and other countries to raise their voices in support of the demand that the Kashmiri people be given the right to self-determination in accordance with the Charter of the United Nations, in order to avoid becoming fuel for this terrifying nuclear war.
The Jammu Kashmir Joint Public Action Committee strongly condemns the unjustified arrests of leaders of the Public Action Committee of Gilgit-Baltistan and demands their immediate release.
The Jammu Kashmir Joint Public Action Committee warns the rulers of Azad Jammu Kashmir to abandon the practice of repeatedly breaking promises and ensure implementation, before 8 June, of the agreement reached with the Jammu Kashmir Joint Public Action Committee on the previous Charter of Demands. Otherwise, after 8 June, the Jammu Kashmir Joint Public Action Committee will be compelled to announce its next call at a full representative meeting in Mirpur Division. We warn the rulers that, if the Jammu Kashmir Joint Public Action Committee is forced to give the next call, it will not be possible for the rulers to escape from that call.
The Jammu Kashmir Joint Public Action Committee considers the recent increase in the privileges of the elite to be a mockery of the nation and rejects it completely. Repeating its demand, the Committee warns the rulers to abolish their existing privileges rather than increasing them.
The Jammu Kashmir Joint Public Action Committee demands the release of Yasin Malik and other Kashmiri leaders and freedom activists imprisoned in Indian-occupied Jammu Kashmir for the “crime” of struggling for freedom.
The Jammu Kashmir Joint Public Action Committee strongly condemns enforced disappearances and warns the relevant institutions to stop this practice immediately. All forcibly disappeared persons must immediately be handed over to the Azad Jammu Kashmir Police so that, if there is any case against them, it may be decided in accordance with state law.
The Jammu Kashmir Joint Public Action Committee strongly condemns appointments made against merit and demands that all such appointments be cancelled and that candidates selected on merit be appointed to those posts.
The prolonged period of unannounced load-shedding that has begun in Azad Jammu Kashmir is unacceptable. The Jammu Kashmir Joint Public Action Committee has already demanded that Azad Jammu Kashmir be declared load-shedding-free. Therefore, we warn the rulers to stop tormenting the public through such long periods of load-shedding. Otherwise, we will be compelled to move towards protest options.
In accordance with the agreement, the Jammu Kashmir Joint Public Action Committee had given the government a fixed time to complete certain matters, but none of them has been implemented within the set time. Therefore, with public endorsement and support, the Jammu Kashmir Joint Public Action Committee now formally makes its newly approved 16-point Charter of Demands part of the previous approved 10-point Charter of Demands. This includes various clauses such as free healthcare, free and uniform education, an international airport, the provision of water for drinking and irrigation, and the eradication of corruption, bribery and the culture of favouritism.
The government has until 8 June to implement the previously approved Charter of Demands. The struggle for the new Charter of Demands will begin from today.
