Declaration of the Jammu Kashmir Joint Public Action Committee meeting held on 30/31 March at Dadyal, Mirpur

The declaration issued after the Jammu Kashmir Joint Public Action Committee meeting in Dadyal, Mirpur, called for constitutional and electoral reforms in Azad Jammu and Kashmir before the next elections. It demanded the abolition of the 12 disputed refugee seats, implementation of the 4 October 2025 agreement and the Charter of Demands, and warned of a long march to Muzaffarabad on 9 June 2026 if the demands were not met by 31 May 2026. The declaration also called for public mobilisation, release of arrested activists, fair use of public funds, and protection of public rights.

Declaration of the Jammu Kashmir Joint Public Action Committee meeting held on 30/31 March at Dadyal, Mirpur

The meaning of a blessed Hadith is that standing firm against oppressive rulers is jihad in the true sense.

  1. The Core Committee of the Jammu Kashmir Joint Public Action Committee has demanded constitutional and electoral reforms for the holding of transparent, fair, acceptable and impartial elections in Azad Jammu and Kashmir, so that the people of Azad Jammu and Kashmir may participate in the forthcoming elections and properly exercise their right to vote.

The Core Committee of the Jammu Kashmir Joint Public Action Committee, the subsidiary Public Action Committees of all three divisions, and the wider public have reached the conclusion, by majority opinion, that holding elections in Azad Jammu and Kashmir without resolving the issue of the 12 unlawful and disputed seats established in the name of refugees residing in Pakistan, without implementing the agreement of 4 October 2025, and without carrying out constitutional and electoral reforms, would amount to deceiving the people of Azad Jammu and Kashmir.

The Jammu Kashmir Joint Public Action Committee makes it clear that we are not against any democratic process. However, we completely reject the process of stealing the public mandate through the 12 unlawful and disputed seats in the name of elections. In this regard, the Joint Public Action Committee demands that, in order to make the electoral process transparent, fair, acceptable and impartial, the 12 unlawful and disputed seats created in the name of refugees residing in Pakistan must be abolished. The Charter of Demands, including the agreement of 4 October 2025, must be fully implemented.

Before the elections, as agreed, the unlawful privileges of the ruling elite must be abolished.

In consultation with all stakeholders of Azad Jammu and Kashmir, including the Jammu Kashmir Joint Public Action Committee, constitutional and electoral reforms must be carried out. These should include the establishment of an independent election commission and the reorganisation of constituencies on a fair basis according to population, so that the people of Azad Jammu and Kashmir can have confidence in the electoral process.

The Jammu Kashmir Joint Public Action Committee has also prepared a Charter of Demands regarding the proposed electoral reforms.

  1. Despite serious reservations, the Jammu Kashmir Joint Public Action Committee will continue negotiations with the Monitoring and Implementation Committee for the implementation of the agreement of 4 October 2025 and the Charter of Demands.

In this regard, the Jammu Kashmir Joint Public Action Committee gives the rulers a deadline of 31 May 2026 for implementation of the Charter of Demands, electoral reforms, and the agreement of 4 October 2025. After 31 May 2026, the Jammu Kashmir Joint Public Action Committee will not be morally bound, because the ruling classes have already violated the agreed settlement and the accepted Charter of Demands.

The Jammu Kashmir Joint Public Action Committee announces that if, by 31 May 2026, the Charter of Demands, the agreement of 4 October 2025, and the Charter of Demands presented for electoral reforms are not implemented, then, on the already announced date of 9 June 2026, a historic long march will be held towards the Azad Jammu and Kashmir Legislative Assembly in Muzaffarabad for the implementation of all demands and the establishment of an empowered assembly. During this period, an indefinite lockdown will be observed across Azad Jammu and Kashmir.

The long march will begin on 9 June from Bhimber and Mirpur. After reaching Muzaffarabad, an indefinite sit-in will be staged outside the Azad Jammu and Kashmir Legislative Assembly.

The Jammu Kashmir Joint Public Action Committee requests the people of Azad Jammu and Kashmir and active Public Action Committees across the region to immediately mobilise for the success of the long march and to store rations and other essential items for at least one month.

The Jammu Kashmir Joint Public Action Committee has decided to immediately launch a public contact campaign for the implementation of the Charter of Demands and electoral reforms. During this campaign, ward committees in all districts of Azad Jammu and Kashmir will mobilise the public. Conferences on the right of ownership and the right to govern will also be held at various locations.

The Jammu Kashmir Joint Public Action Committee appeals to overseas Kashmiri brothers to play their role enthusiastically, as before, in making the long march successful, so that the principle of the people of Azad Jammu and Kashmir’s right of ownership and right to govern can be made possible.

The Jammu Kashmir Joint Public Action Committee appeals to representatives of national and international media to play their role in exposing to the world the open violations of the government’s promises made to the people of Azad Jammu and Kashmir.

The Jammu Kashmir Joint Public Action Committee demands the immediate release of all arrested leaders and workers, including the Chairman of the Public Action Committee of Gilgit-Baltistan.

  1. The Committee strongly condemns the case registered by the NCCIA against Core Member Shaukat Nawaz Mir in recent days. Core Member Shaukat Nawaz Mir was not insulting any institution, country or personality; rather, he was demanding action against the killers of 29 September, who opened direct fire in broad daylight on unarmed and peaceful people, martyring and injuring young people.

On the other hand, a so-called Hurriyat leader admits that he met a senior officer of the Indian intelligence agency. This admission by the Hurriyat leader was also broadcast on a media channel. Meanwhile, Kashmiri journalist Sohrab Barkat has been imprisoned for more than 100 days for interviewing a political worker. This raises a major question mark over the ruling classes’ commitment to the requirements of justice.

  1. One demand linked to education in the Jammu Kashmir Joint Public Action Committee’s Charter of Demands was the establishment of two new education boards for Muzaffarabad and Poonch divisions. A notification for this has already been issued.

The provision of funds and all other expenses for the establishment of the new education boards is the responsibility of the Government of the State of Azad Jammu and Kashmir. This was an accepted matter during negotiations with the Monitoring and Implementation Committee. However, reports suggest that the Azad Government of the State of Jammu and Kashmir is planning a conspiracy to meet these expenses by transferring the funds and assets of the Mirpur Education Board. On the face of it, this is a criminal conspiracy and plan to promote regional division among the people of Azad Jammu and Kashmir. The Jammu Kashmir Joint Public Action Committee not only strongly condemns this but will also resist any such move with full force.

The Jammu Kashmir Joint Public Action Committee warns the government that, in accordance with the agreement of 4 October 2025, the grant of 10 billion rupees received by the Electricity Department must be used through the Electricity Department on the basis of merit. If any attempt is made to use it as political bribery, the Public Action Committee of the relevant constituency reserves the right to protest.
