Declaration of the Jammu Kashmir Joint Public Action Committee Meeting held on 11 May 2025 at Rawalakot
The declaration condemns the impact of conflict on the people of Jammu Kashmir and calls for lasting peace through recognition of their right to self-determination. It announces the rescheduling of the Martyrs of Public Rights Conference to 24 May 2025 in Muzaffarabad, demands proper rehabilitation and reconstruction for those affected along the ceasefire line, and reaffirms the Committee’s commitment to public rights and the integrity of the state.

The Jammu Kashmir Joint Public Action Committee strongly condemns the serious conspiracy and aggression by the ruling classes of India against regional and global peace. It expresses deep sorrow over the immense loss of life and property suffered by the Kashmiri people on both sides of the ceasefire line, and over the large-scale forced displacement of the public.
The Jammu Kashmir Joint Public Action Committee is a bearer of peace and does not consider war to be a solution to any problem, because war itself is a major and grave problem. We believe that lasting, durable and permanent peace between Pakistan and India is not possible until the Jammu Kashmir issue is resolved in accordance with the aspirations and wishes of the people of the State of Jammu Kashmir.
Therefore, we believe that, in order to resolve the Jammu Kashmir issue, the people of Jammu Kashmir should be given the right to self-determination in accordance with the Charter of the United Nations, so that they may determine their own future.
In negotiations between Pakistan and India in the presence of international mediators, both countries and the international mediators must make the resolution of the Jammu Kashmir issue their first priority and must clarify their policy for resolving it.
If, as always, the people of Jammu Kashmir are still not recognised as the fundamental party to the Jammu Kashmir issue, and if any decision is imposed upon them against their will and wishes, or if any form of war is imposed upon them in the future, then the honourable and politically conscious people on both sides of Jammu Kashmir reserve the full right to peacefully trample under their feet the cursed bloody line and restore the unity of the state.
In view of the current situation, the need to express sympathy with the families of the martyrs, and the measures required for the rehabilitation of those affected along the ceasefire line, the Jammu Kashmir Joint Public Action Committee extends the date of its scheduled programme of 13 May, the “Martyrs of Public Rights Conference”. The Committee now announces that the conference will be held on Saturday, 24 May 2025, in Muzaffarabad under the title “Martyrs of Jammu Kashmir and Martyrs of Public Rights Conference”.
The Committee makes a strong appeal to the people of Azad Kashmir to participate with full passion and enthusiasm in order to pay tribute and homage to their martyrs.
The Jammu Kashmir Joint Public Action Committee warns the governments of Pakistan and India that they must take responsibility for the support of the families of those people who were martyred or disabled during the recent war, and must refrain from insulting the public under the guise of so-called compensation. Furthermore, all property damage must be remedied immediately, and instead of compensation payments, reconstruction must be carried out for the affected people.
The Jammu Kashmir Joint Public Action Committee rejects the damage estimates attributed to the Government of Azad Kashmir on social media. It demands that the Government of Azad Jammu and Kashmir carry out an accurate assessment of the affected houses, shops and other properties along the ceasefire line. The government must also keep local Public Action Committees and the Joint Public Action Committee on board while preparing genuine lists of the martyrs and injured, so that the public may receive proper redress in the true sense.
The Committee appeals to local Public Action Committees to compile the details of all affected people in the affected areas and also prepare details of the losses. Public Action Committees in other areas should intensify rehabilitation and relief activities for the affected people.
The Joint Public Action Committee demands the withdrawal of bogus and baseless cases registered against social media activists who provided fact-based information during the war.
The Joint Public Action Committee expresses concern over the enforced disappearance from Pakistan of Abdul Moez from Mang Bajri, Bagh, along with young people from other areas of Azad Kashmir, and demands that they be handed over to the Azad Jammu Kashmir administration. It also demands that the authorities refrain from harassing their families by entangling various people in baseless cases.
Despite the ceasefire between Pakistan and India, the Jammu Kashmir Joint Public Action Committee expresses concern over shelling along the ceasefire line and demands its immediate and permanent cessation.
In this difficult time, the Jammu Kashmir Joint Public Action Committee values the measures taken by Public Action Committees for the redress of affected people and the goodwill shown by the public. The Committee congratulates the public.
The Jammu Kashmir Joint Public Action Committee thanks the people of the state, overseas Kashmiris, the journalist community, lawyers, scholars, students and women for their trust during the movement. It expresses its determination that our uncompromising struggle will continue until the people’s basic rights are achieved and the integrity of the state is secured.
