Declaration of the Jammu Kashmir Joint Public Action Committee Meeting held in Dhirkot, Bagh
The declaration reviews the implementation of agreed electricity tariffs and pays tribute to those who participated in the Public Rights Movement. It calls for a permanent settlement on electricity pricing, judicial inquiries into May’s events and departmental corruption, implementation of remaining demands, improved flour allocation, better mobile and internet services, jobs for martyrs’ families, and continued protection of public rights.

A meeting of the Jammu Kashmir Joint Public Action Committee was held today, Wednesday, 31 July 2024, in Dhirkot. Members of the Core Committee participated in the meeting.
The meeting expressed gratitude that electricity bills have been issued in accordance with the tariff agreed as a result of the Public Rights Movement. On this historic success, tribute was paid to all members of the public, political workers, traders, transporters, lawyers, students, scholars, councillors, women, journalists, children and overseas Kashmiris who took part in the movement for their magnificent and historic role. Tribute and homage were also paid to the martyrs of the Public Rights Movement who were martyred during this movement, and the commitment was reaffirmed that the Jammu Kashmir Joint Public Action Committee will continue to guard public rights.
The Jammu Kashmir Joint Public Action Committee reiterates its demand that the Government of Azad Kashmir resolve the electricity tariff matter with the Government of Pakistan and issue a written declaration exempting Azad Kashmir from the application of the NEPRA tariff, so that the tariff issue may be permanently resolved and the people of Azad Kashmir may always receive electricity at the production cost of Mangla Dam.
The Joint Public Action Committee reiterates its demand that the Government of Azad Kashmir establish a judicial commission comprising High Court judges to investigate all events that took place from 8 May to 13 May, including the martyrdoms and incidents of violence.
The Joint Public Action Committee reiterates its demand that the Government of Azad Kashmir immediately implement the remaining eight demands contained in the notification issued on 4 February.
The Joint Public Action Committee reiterates its demand that the Government of Azad Kashmir implement the High Court judgement dated 15 November 2019 by entering into agreements for all hydropower projects and implementing the other points of the judgement.
The Jammu Kashmir Joint Public Action Committee fully supports the public demand for the launch of mobile networks in the ceasefire line areas, including Neelum and Haveli, and demands that the government improve mobile and internet services in Azad Kashmir.
In accordance with the notification of 13 May, the government should immediately establish a judicial commission for the abolition of privileges.
Flour allocation should be increased across Azad Kashmir, brought into line with the population, and quality flour should be provided.
In accordance with the promise made to the families of the martyrs, the government should immediately provide jobs to their heirs.
A judicial commission should immediately be appointed regarding corruption in the Food Department and the Electricity Department, so that those responsible can be identified.
In accordance with its promise, the government will divide outstanding electricity arrears into 24 instalments and will extend the date for submission of this month’s bills. Since electricity bills have been issued according to the new tariff, the Jammu Kashmir Joint Public Action Committee appeals to the public to pay their electricity bills. If the government does not fulfil its promises, does not resolve the issues of low electricity voltage and load-shedding, and does not immediately implement the approved points of the Charter of Demands, then the people of the state reserve the right to restart every form of protest, including a boycott of electricity bills.
The code of conduct of the Jammu Kashmir Joint Public Action Committee will be strictly implemented. No individual or organisation will be allowed to violate the code of conduct. Any person or persons who, while speaking from their own platform, depart from the Charter of Demands and make unjustified criticism of or accusations against the Joint Public Action Committee will have no connection with the Joint Public Action Committee.
The Joint Public Action Committee fully supports the sit-in demands of the Charhoi Action Committee and the demands of the Public Action Committee Sehnsa.
The Joint Public Action Committee condemns any kind of ban on cultural programmes in any district and demands that the ban on Raja Hafeez Babar’s programmes in District Sudhnoti be lifted.
