Declaration issued after the meeting of the Core Committee of the Jammu Kashmir Joint Public Action Committee in Kotli

The declaration condemns the government’s repeated breaches of agreements and announces a renewed protest movement for the implementation of the existing and new Charters of Demands. It calls for the abolition of the 12 refugee seats, an end to elite privileges, rejection of increased transport-related fees, better health and telecom services, and support for local protest movements. It also announces an indefinite statewide lockdown from 29 September.

  • The Jammu Kashmir Joint Public Action Committee strongly condemns the government’s continuous lies, deception, breach of promises, deceitfulness, and violations of several agreements, particularly the written agreement of 19 December 2023, the written agreement of 4 February 2024, the written agreement of 13 May 2024, the written agreement reached at Kohala on 8 December, and all issued notifications. Declaring the rulers of Azad Jammu Kashmir to be promise-breakers, the Committee announces the launch of a renewed, organised protest movement. The current protest movement will be carried out for the implementation of the previously approved Charter of Demands and for the approval and implementation of the new Charter of Demands.

  • The Jammu Kashmir Joint Public Action Committee believes that, without abolishing the existing 12 seats in the name of refugees residing in Pakistan and without ending the unlawful privileges of the elite, neither the right of ownership nor the right to govern can be restored in the state, nor can public issues be resolved, because billions of rupees belonging to the Kashmiri nation are looted through these 12 seats and privileges.

  • The Jammu Kashmir Joint Public Action Committee rejects all increases in fees related to transport registration, traffic challans and fines. It also strongly condemns the government policy of cracking down on non-customs-paid vehicles and warns the rulers to formulate a registration policy in this regard in accordance with the decision of the Supreme Court.

  • The Jammu Kashmir Joint Public Action Committee announces its full support for the protest call announced by police employees for 21 July.

  • The Jammu Kashmir Joint Public Action Committee warns the Government of Azad Kashmir to immediately improve the quality of service provided by cellular companies operating across Azad Jammu Kashmir. Otherwise, the Jammu Kashmir Joint Public Action Committee will be compelled to take extreme action in this regard.

  • The Jammu Kashmir Joint Public Action Committee fully supports the lockdown call announced by the Public Action Committee Tehsil Dhirkot for 23 July. It also fully supports the sit-in and Charter of Demands of the Public Action Committee Mang. Furthermore, while fully supporting all protest movements announced by various Public Action Committees across the state, it demands that the rulers resolve the people’s issues.

  • The Jammu Kashmir Joint Public Action Committee strongly condemns the bogus appointments made at Boys Postgraduate College Abbaspur in violation of rules and merit.

  • Against repeated breaches of promises and violations of agreements, and in support of its Charter of Demands, the Jammu Kashmir Joint Public Action Committee announces, in the first phase, a complete indefinite lockdown across Azad Jammu Kashmir from 29 September. A public contact campaign to make the lockdown successful has already begun from today. During this period, the public and other sections across Azad Kashmir will be organised.

  • The Health Card should be practically implemented, and healthcare facilities should be provided to patients on the pattern of Pakistan.

  • The Jammu Kashmir Joint Public Action Committee strongly condemns the deployment of any non-state forces, including FC, PC and FF, in a peaceful region such as Azad Jammu Kashmir under the cover of a presidential ordinance by the Government of Pakistan. It warns the rulers and the relevant authorities that, if any such force is deployed in Azad Kashmir, the Kashmiri people will consider it an attack on the state and will resist it fully.

  • The Jammu Kashmir Joint Public Action Committee demands that the Government of Azad Kashmir and the Government of Pakistan play their role in securing the recovery of Tufail Hussain from Hajira and all other persons from across Azad Kashmir who have been abducted by dacoits of the Kacha area, in order to save the lives of the abductees.

  • After holding a public referendum for the abolition of the 12 refugee seats, the Jammu Kashmir Joint Public Action Committee will soon announce its course of action regarding the forthcoming elections.
